It's not clear to me that this is called for for a default configuration
change in a leaf package.
Originally, PKGREVISION was implemented to allow packages which depend
on a package to depend on a change. This is irrelevant for a leaf
Over time, PKGREVISION was extended to cover other major changes,
particularly security and UI changes.
I really don't think a change in a packages default installed
