I noticed that tiff, imlib, ORBit and netpbm are also broken in
the recent SunOS 9/SPARC bulk builds.

Sun compilers are used for a large majority of the SunOS bulk
builds. Has there been consideration given to using gcc for a
larger percentage of them?

I just tested tiff-3.7.1 and ORBit-0.5.17 using gcc and they
built succesfully. (This was on an x86 SunOS 10 box though).
