The difficulty is,  if I have BUILD_DIRS=foo bar baz and
BUILD_TARGET=prepare all, I get the behavior

cd foo && make prepare all
cd bar && make prepare all
cd baz && make prepare all

where what I need is

cd foo && make prepare
cd bar && make prepare
cd baz && make prepare
cd foo && make all
cd bar && make all
cd baz && make all

I see the archivers/unzip example completely overrides do-build - I could
certainly do that and it would work, I'm just looking for a less brute-
force approach.
