For about a month or so, I have been unable to build gnupg in
.../security/gnupg.  The error message that I get is:

gpg: conversion from `utf-8' to `646' not available

I have done several CVS updates, to no avail.


Is this something that can be fixed quickly enough that I shouldn't
bother with a PR?  (^&
