It depends.  I don't know what a "CRL cache" is, but if it is data that is
only modified during package (de)installations, I'd store it inside
${PREFIX}/libdata/<something>.

However, if it is data modified at runtime, put it somewhere under ${VARBASE}.
The exact location, I don't know, because /var layout varies depending on the
OS.
