Subject: using REQUIRES for libraries

I noticed that jpeg-6bnb1's +BUILD_INFO has:

REQUIRES=/usr/pkg/lib/libjpeg.so.62

This may make it confusing or difficult to check for existence of
libraries before installing.

Should we make it so the REQUIRES does not include any files as installed
from the same package? (I think I would prefer this.)

Or should we figure it out later on an install?

I am working on a specifications database of all packages similar to
Debian's Available files. It can be used by others to figure out
dependencies and what to download ahead of time. I'll post a URL to one
soon.
