You remember incorrectly.  There has never been that option, however in 
previous KDE's if it didn't detect libsmbclient it would attempt to use the 
smbclient binary at runtime but it no longer does that in 3.3 and just 
doesn't build a kio_smb.  I'll look at adding an option now.
