Shouldn't this be a BUILDLINK_DEPENDS?  Packages that need the pkgconfig
files will _not_ build when someone sets IGNORE_RECOMMENDED...  IIUIC,
this is an incorrect usage of the *RECOMMENDED stuff, but I might be
wrong.
