comms/hylafax/Makefile (as an example) uses

CONFIGURE_ENV= ...
CONFIGURE_ARGS= ...

Wouln't it be better to use just += in order to allow for these
variables already being set elsewhere? Or can we be 100% sure that the
Makefile definitions are the first to be set?
