Subject: Is there a way to override Imake INSTLIBFLAGS?

I am building as unpriviliged user.

xpm failed due to trying to use install like:
-m 0444 -o root -g wheel

How can I override the imake settings like the following?

xpm-3.4k/Makefile:     INSTPGMFLAGS = -s -m 0555 -o root -g wheel
xpm-3.4k/Makefile:     INSTBINFLAGS = -m 0555 -o root -g wheel
xpm-3.4k/Makefile:     INSTUIDFLAGS = -m 4511 -o root -g wheel
xpm-3.4k/Makefile:     INSTLIBFLAGS = -m 0444 -o root -g wheel
xpm-3.4k/Makefile:     INSTINCFLAGS = -m 0444 -o root -g wheel
xpm-3.4k/Makefile:     INSTMANFLAGS = -m 0444 -o root -g wheel
xpm-3.4k/Makefile:     INSTDATFLAGS = -m 0444 -o root -g wheel
xpm-3.4k/Makefile:    INSTKMEMFLAGS = -m 2555 -o root -g kmem

I see it is defined in /usr/X11R6/lib/X11/config/NetBSD.cf

How can I reset any of these NetBSD.cf settings so when pkgsrc builds xpm
with imake all is well?

(I don't have write access to /usr/X11R6/.)
