I suggest it would be productive to open a PR, especially now that it's
understood where the problem is. If nothing else, it might provide
ammunition to make perl threaded on all platforms at some point in the
future.

"send-pr" uses "sendmail -oi -t" internally, same as "mail", so assuming
that that works on your system, all you have to do is type "send-pr" to
open the form in "vi" (or ${EDITOR}) complete it, save, and it'll be on
its way. Anyone can submit a PR. If sendmail is not set up on your system,
there's a web interface. Here's a little more on PR's, including a link
