Maybe instead of checking the OPSYS, it could check USE_BUILTIN.gettext.
(Maybe that won't work.)
Or just set INTLLIBS to BUILDLINK_LDADD.gettext.
Thanks for working on this. This is part of my PR #23369: various gnome
packages build fails due to -lintl.
