So... packages should not use /var/pkg any more (in an attempt to
separate stuff), right?  (I mean, the /pkg subdirectory).

And BTW, aside a simple VARBASE variable... maybe we should do something
like PKG_SYSCONFDIR, where each package can use an independent directory...
i.e., VARBASE and VARDIR.package can be set by the admin; VARDIR has to
be used in Makefiles, etc.
