Subject: XFree86-libs not detected

i'm attempting to rebuild my pkgsrc desktop on a completely fresh system.  
i've removed /usr/pkg and /var/db/pkg, and set the following in /etc/mk.conf:
	X11_TYPE=XFree86
	X11BASE=/usr/pkg/X11R6
	USE_PKGSRC_XFREE=yes
	PKG_INSTALLATION_PREFS= pkgviews overwrite

however, when i do a make install in meta-pkgs/kde3, the build fails when 
building xrenderer.  For some reason this package does not detect 
XFree86-libs.  however, all the previous packages did detect it's 
initialization.  I've included an abbreviated log below.  does anyone know 
what could be causing this?
