What's the problem in serving the 'doc' directory by itself?  All browsers
(any that doesn't?) are able to display text files perfectly.  And in some
cases, they can also diplay pdf's (or whatever else) embedded in them
(we don't have any package installing pdfs under doc, atm).  So this argument
seems very weak to me.
