What is the procedure to request pull-ups of changes like the
above one to the 2004Q1 branch? I have seen several fixes
of packages in the trunk after the end of the freeze, but nothing
has been pulled-up yet.

Should these requests be send-pr'ed? Who is responsible for
sending the PR? IMO, that each time a fix is committed to the
trunk, the same committer requests a pull-up (at least if it
is really just a fix, not a version upgrade with new features).
