tech-pkg: buildlink2 cc arg rewriting? (static-tcsh)

It looks like shells/tcsh and thus shells/static-tcsh use buildlink2. Do
I understand correctly that unlike with buildlink3 this mean that there
is no rewriting of compiler arguments?
If so, shells/static-tcsh/Makefile should be adapted to use different
arguments instead of -static depending on PKGSRC_COMPILER (or any more
suitable variable?).
