Looks like the cuplrit is somewhere in rhe NetBSD X11 build system or 
xsrc.  The bogus like originates in /usr/X11R6/bin/fontconfig-config as

	/usr/X11R6/bin/fontconfig-config --libs
	@hardcode_libdir_flag_spec@ -L/usr/X11R6/lib -lfontconfig
