gettext-tools could be useful, but I think we should use gettext-lib, because
many packages use it via buildlink.

What should we do with gettext-lib then? I think the best option could be
add the checks needed to disable the buildlink dependency of this if the system
uses GNU Libc (Linux), we are doing the same when using NetBSD -current...
