Seems very similar to the problem just fixed in tool,mk:

# make
make: "/usr/pkgsrc/audio/flac/Makefile" line 30: Malformed conditional (!empty(PKGSRC_COMPILER:Mmipspro))
make: "/usr/pkgsrc/audio/flac/Makefile" line 32: if-less endif
make: "/usr/pkgsrc/audio/flac/Makefile" line 32: Need an operator
make: Fatal errors encountered -- cannot continue
