Being the author of original PR, I am willing to assist with every problem
this situation may provide.

archivers/bzip2 doesn't seem to need gmake to compile. I've been able to
compile it using make(1) from FreeBSD and bmake(1) from pkgsrc bootstrap
(and, of course, gmake, but this doesnt count in this situation).
