what does your /etc/mk.conf contain?

if you pass --prefix=/usr/blah to 'bootstrap', the generated
mk.conf.example should contain the line:


if LOCALBASE is not defined, it defaults to /usr/pkg. is it
possible you are missing LOCALBASE?
