I started getting this error today:

$ pkg_chk -B
make: "/usr/pkgsrc/net/p5-Net/Makefile" line 19: 1 open conditional
make: Fatal errors encountered -- cannot continue
eval:  make: stopped in /usr/pkgsrc/net/p5-Net: not found

And line 19 of p5-Net/Makefile is:
.include "../../mk/bsd.pkg.mk"
