....and CXXFLAGS, too, please.

Does anyone know why these (CXX, CC, CFLAGS, CXXFLAGS) aren't all
added to ${CONFIGURE_ENV} and ${BUILD_DEFS}? Especially ${CONFIGURE_ENV},
because without that, they only work about half the time.
