In other word. Does it mean that we can let people who want to submit
new pkgs commit their work into the 'unofficial' tree directly, then
waiting for the pkgsrc developers to review them?
By this way, I think it is easier to let other people test the new pkgs
than in PRs.
The FreeBSD guys have already done the similar thing.
