As a formality, I think it's at least a bit misleading to have a
variable named GTAR point to anything that is not GNU tar.

I'm not quite sure myself anymore. ;-)
I believe we probably want to check the packages that make use of the
GTAR variable, see if we can replace it with PAX and only use GTAR if we
really need GNU tar (for whatever reason).  Like GMAKE.
