Yes, that falls under the general policy of bumping PKGREVISION
when there are user-visible changes.

The exception I have been making is that when the only user-visible
change is repairing a previously uninstallable package to install
on a particular platform, the fact that it can now be installed on
that platform conveys all the necessary information.
