In many cases, the original READMEs are good and are copied into place,
like:
 share/doc/xwave2/README
 share/doc/xcruise/README
 share/doc/unzip/README
 share/a2ps/README
 share/doc/antiword/ReadMe
 share/doc/dillo/README

Do you mean having the NetBSD package maintainer(s) write new READMEs, if
needed?

The DESCR (+DESC) files are already included with binary releases (plus
they have added homepage URL too).

Do you have any examples?

Anyways, it would be great if all packages had good DESCRiptions and good
docs included.
