We should consider having generic:

 linux_compat
 linux_base
 linux_x11
 linux_gtk
and so on.

Then have a setting in bsd.pkg.defaults.mk, like:

LINUX?=		suse
# Used by Linux compatibility to choose distribution of pre-made packages.
# Possible: suse, debian, redhat, unity
# Default: suse

I could help pkgsrc up "debian" and it would be a good test of our
compat_linux(8).

On a related note: since I have most of these "Linux" files now in (my)
pkgsrc, I could probably automate the building of the Linux-related
binaries too! (In other words, no need to use outside, like Suse Linux,
packages.)
