i am unable to reproduce it on NetBSD 1.6_STABLE.  the build should look
this way:

the groff commands are defined in /usr/share/mk/, which is
used by bmake.

so your system is apparently missing some required files.  are you sure
you have /usr/share/tmac/tmac.andoc?
