I misunderstood the point...

`emacs-packages', if created, will be just a meta-package, since each
Emacs lisp packages have their own file hierarchy, configure
procedure, build procedure, install procedure, etc...  Putting those
very different packages into one Makefile is obviously not the right
thing, I think.
