Subject: use local perl instead of installing pkgsrc perl

I was building pkgsrc/print/psutils under Debian Linux and
it has USE_PERL5.

Already installed was:

 $ /usr/bin/perl --version | head -3

 This is perl, v5.6.1 built for i386-linux

So it also built and installed pkgsrc/lang/perl5.

By the way, I saw some errors like:
gcc: unrecognized option `-R/home/jeremy/netbsd/usr/pkg/lib'

So now this is installed too:

 $ usr/pkg/bin/perl --version | head -3

 This is perl, v5.6.1 built for i686-linux

Can someone explain this USE_PERL5=build versus USE_PERL5=run?
