I had same problem when trying to use that -current code under 1.5.2. (But
I was using usr.sbin/pkg_install and not via pkgsrc.)

I see that several months ago it was converted to use .WAIT.

I see distname for pkg_install pkgsrc changed too:
-DISTNAME=              pkg_install-20020402
+DISTNAME=              pkg_install-20020723

The -current UPDATING notes says to update share/mk. But that can't be
right: the pkgsrc needs to work with old.

Sorry no answer for you though. I have Cc'd this to tech-pkg for
discussing technical issues of packaging system.
