You are correct.  And I beleive that there is no reason for isc dhcp
pkgsrc, but most NetBSD user might be satisfied in tree dhcpd.

P.S.
Once I had really wanted to newsyslog(8) pkgsrc which had completely
the same option as NetBSD (on Solaris with Zoularis.)
