Would it be possible for the samba package maintainers to come up with
a smb.conf file which causes samba to provide no actual service (i.e.,
no exports, no other stuff, ...)?

This would make migration from old-style to new-style "safe"; it would
also make the package safer to install on systems which previously
weren't running the service.
