There have recently been problems with the rsync updates to mirror
sites, and the cvsweb server. The broken links may be related to that.
We hope to have them resolved soon.

It seems there is no binary package available for php itself, which is
why the error occurs. (The error message should be improved)

It would probably be best to resend this part of your query to
tech-pkg@netbsd.org - that is the audience most likely to solve your
problem.
