Remove the following lines from your httpd.conf:

<IfModule threaded.c>
StartServers         3
MaxClients           8
MinSpareThreads      5
MaxSpareThreads     10
ThreadsPerChild     25
MaxRequestsPerChild  0
</IfModule>

Until reading your message i had forgotten about this problem.
When i first encountered it i figured it was due to NetBSD's lack
of pthreads and simply removed that section.
