	I'd like to propose switching LOCALBASE on non NetBSD systems to
	/usr/pkg to match the NetBSD usage (rather than /usr/local) - at
	the very least on linux.

	The same logic that makes /usr/pkg so helpful on NetBSD should
	apply to other systems. I believe the openpackages people are
	tending towards a non /usr/local option also.
