I recently sent in PR #12925 for Python XML and I see that someone had
already submitted a package.  Not sure how I missed it the first time
except that it it is called pyxml instead of the moreconventional py-xml.
The only other Python package not using the convention is pysol and it
isn't an import module.  Perhaps this package should be renamed.

Also, 0.6.5 has been out for a while and it seems to work fine.

Anyone want to close PR #12925?
