This isn't a package system problem, it's a general compiling problem.

In general, if you're planning to compile anything on a netbsd system,
be it system source, package system, or hand-compiled local programs,
you need to install not only the comp.tgz set (which includes the
compiler), but also the text.tgz set, which contains the *roff tools
which are used to generate man pages.
