Xmame has a license that is restricted enough that I think it need to be
noted in the package, but I'm not sure what I should do. The license says

MAME is free. Its source code is free. Selling either is not allowed.

If you distribute the binary (compiled) version of MAME, you should also
distribute the source code. If you can't do that, you must provide a link
to a site where the source can be obtained.

Part two is essentially the same as GPL, and we don't seem to note that in
the packages, but the "no selling" part need to be noted? Is it enough to
set RESTRICTED = "selling is not allowed", or do I need to do something
else?
