Let me guess: the second time the (formerly reported as broken) distfile
is already on your system, and checksum then takes another road?

I have the feeling that there's something fishy in _FETCH_FILE, printing
out CHECKSUM and CHECKSUM2, I get:

221 Thank you for using the FTP service on ftp.netbsd.org.
HF: CKSUM='29074c586d432087b08d492f116726aad26fd426'; CKSUM2=''
=> Checksum failure - trying next site.
=> Attempting to fetch tcsh-6.10.tar.gz from ftp://ftp.freebsd.org/pub/FreeBSD/distfiles/.

More digging...
