Not that I know of - in the past, I used to do "make -k fetch", but then
again I did want to write CDs with all of the distfiles on there.
There is nothing that I know of which is focussed on retrieving distfiles,
although you may be able to do something like "make install
INSTALL_TARGET=fetch" i.e. overload one of the *_TARGET defs.
