Add a message explaining what the MAINTAINER tag _means_, whatever
that is <heh>. Something like:

Problems with this package should be reported with <A href="....">
send-pr </A>, also suggestions and updates. Committers should clear
<i> major </i> changes with the package's maintainer, <A
href=mail:foo@netbsd.org> foo@netbsd.org </A>.
