The way cvs currently works, you'll still create all the emptied
subdirectories, plus CVS directories, and then delete them with each
checkout. So there's no benefit unless you start a new repository.
Before we do _that_, we should thing about reorganizing the
categories, with a two-tiered heirarchy, even (maybe).
