Merging old & new pkg in one pkg is too easy.

The "new" pkg won't be the same if you've installed with or without
upgrading for one, and you cannot also deinstall the old pkg (libs,
...) if you decide you don't need it any longer. 

Think netbsd-base-1.5 vs. netbsd-base-1.6.
