I think there is a problem here; here is what my amanda tells me
(note it's on a 1.3.3 machine so I didn't need the patch):

amcheck-server: slot 11: date 20000118 label DAILY11 (active tape)
amcheck-server: slot 12: date 20000119 label DAILY12 (active tape)
amcheck-server: slot 13: date 20000120 label DAILY13 (active tape)
amcheck-server: slot 0: date 20000121 label DAILY00 (active tape)
amcheck-server: slot 1: date 20000122 label DAILY01 (active tape)
amcheck-server: slot 2: date 20000125 label DAILY02 (active tape)
amcheck-server: slot 3: date 20000108 label DAILY03 (exact label match)

I think the 'slot chg-scsi' is wrong, look like an argument is missing
somewhere.

Attached are my changer.conf and amanda.conf, so that you can compare
with yours.
Alternatively maybe you can try to put more printf's in scsi-chio.c
so see where it fails.
I also think it's possible to use scsi-chio from the command line
but I'm not sure about the arguments.
