i think send-pr would be fine, and if you can give as much information as
possible, that's even better: 

i've found that sometimes mirrors contain different files (judging by md5)
than their masters, although that should not be. Another reason of bad
checksums are often authors chainging the distfiles of their releases
after they have released them - the proper action to fix this here
includes removing the distfile on ftp.netbsd.org.
