Well, that should be pretty easy to determine. Will anyone who has not
made clean in pkgsrc/graphics/gimp please run the following commands and
send me the output:

    uname -a
    md5 ..../pkgsrc/graphics/gimp/work/gimp-1.0.4/docs/pdb_dump.texi
    md5 ..../pkgsrc/distfiles/gimp*

If it is the same on all platforms, as seems pretty clear, what exactly
is your objection to including this file with the package? The only
objection you've stated so far is an aesthetic objection to having
redundant information in the pkgsrc tree -- IMHO, this doesn't really
counter a very real practical objection to having a package depend on a
much larger package to generate a file whose contents are known in
advance.
