I've sent send-pr with request for adding apache-1.3.6 and elm-2.4ME+56
packages...  So could you please check out if they work with package
files I've made.  I tried on amiga and i386.

Also, please make the following corrections:

graphics/tiff/Makefile:
	from:	GCOPTS="-O -Dunix"
	to:	GCOPTS="${CFLAGS} -Dunix"

lang/perl5/Makefile:
	from:	-Dprefix=${PREFIX}
	to:	-Dprefix=${PREFIX} -Doptimize="${CFLAGS}"
